What the new TSF regulations mean for Tanzanian operators

Tailings storage facility requirements across the region have tightened considerably, and the compliance burden now sits much earlier in the project lifecycle than it used to.

The headline change is that design documentation and independent review are expected before construction rather than as a closeout deliverable. Operators who treat the TSF as a civil works line item discover late that they need a full design package, stability analysis and a monitoring plan.

Practically, this means budgeting for geotechnical investigation up front, appointing an engineer of record, and building a monitoring regime — piezometers, survey monuments, freeboard logs — into operating procedure from day one.

None of this is unreasonable, and most of it is good practice regardless of regulation. The operators who struggle are the ones retrofitting documentation onto a facility that was already built.
